TPTK on monotone + friendly advice

V - complete unknown to me that sat down 2 orbits ago and has been fairly fishy. Friend sitting next to me asked if I know him and I said no and then friend (who puts in a lot of hours) said this V was a huge whale. Bluffing a lot, calling wide and just happy to put money in...Ive only see him play a couple hands so far where he was loose passive pre and folded post. No showdowns. 250$ LJ.

Against this much dead money and this ~smallish effective stack preflop I'm going larger to have an easier stack off postflop.
SPR is 4 and we have TPTK against someone we believe is a bluffy whale. So I feel committed postflop even on this monochrome board (unless another heart peels off). If we're calling the flop it is to setup a turn jam on a safe card, imo, so that's what I'd do. Could also raise the flop to jam turn, but either way probably works against this guy.

edit: nm you said he was bluffy. well if you call youre committed anyway so just jam or fold. depends if you like variance.
I like a r/f line otf.
AP, jam and get him to fold his one heart hands or pay extra with them.
Seems like a pretty straightforward spot to jam.
