What happens when the deck is exhausted in a draw game?

In Seven-Card stud, although it never happens in real play except for drunk games, if all eight players make it to the last street, the final card will be a community card for everyone since there aren't enough cards left at that point.

In the same vein, in 2-7 Triple Draw, if all six players discard enough cards the deck can be exhausted. If this happens on the first round, there are no cards to recycle as discards from the current drawing round cannot be used, and no cards have been mucked either. What failsafe is in place to prevent this problem?

Discarded cards are shuffled and reused in draw games. I've honestly never played in a 2-7 games where the players were so bad that 2 or more didn't fold.

In 7 CS, if there are not enough cards for all active players to get a river card, one card is dealt face up and is played as a common card.
