I'm looking for rules about how to create side pots in plo with antes
For example, when a player doesn't have enough to cover both a blind and an ante, which gets applied first?
And after that, how is a side pot created for the all-in player.

Well...let me use a specific example:
let's say everyone pays an ante and antes get paid before blinds
blinds 200/400 antes 50
Player1: 50 (he's the small blind)
Player2: 1000
Player3: 1000
Player4: 1000
So Player1 posts the ante of 50 and has no money left to post any of the small blind.
Is the main pot $200 that Player1 is eligible to win.
And the side pot is currently the big blind of $400?

It doesn't matter if antes get paid before blinds or blinds before antes. When a person has less than the amount they are required to put in, they put it all in, and that defines the main pot. So, yes, if one person only has 50 and everyone else puts in at least 50, the main pot is 50 times the number of players (in this case 4X50=200). The side pot is whatever is in the pot above 200.
