Can a pot be capped by a short stack going all in with less than 50% more than previous raise pre flop?

If you are asking whether an all in for less than 50% of the last raise reopens action, then no. In NL tourneys, an all in for less than 100% of the last raiseikewise does not reopen the action. Suppose blinds are 50/100. Player A raises to 300, player B three bets to 1200. Player C calls. Player D goes all in.

Player A has all options. He is facing a legal raise from B. Assuming he doesn’t raise, player B can only raise if D is all in for at least 2100. Anything less and he only can call (or fold) but not raise. For the all in to be a legal raise it must be at least as large as the last legal raise, which was 900 in this case. Player C likewise could not raise unless D had at least 2100.
