Perhaps the coding in your app doesn’t include this rule, but you are correct. Action should have been reopened for you. Your raise to 60 was a raise of 48 over the previous raise to 12. A legal minraise would therefore be 48 more, or a raise to 108. The all in for 103.80 n by itself would not reopen action, but the subsequent one certainly does.
The pokerrrr2 support are adamant that action shouldn't be open to me

You're right to notice that the second all-in (121) is larger than the previous all-in (103.80). However, in order for the action to reopen betting (i.e., give you the option to raise again), the second all-in must be at least the size of the last full raise.
Letβs break it down:
Your last raise increased the bet from 12 to 60, which is a raise of 48.
To reopen action, a subsequent raise (in this case, an all-in) would need to be at least 60 + 48 = 108.
The first all-in was 103.80 → not enough to reopen.
The second all-in was 121, which is only 17.20 more than the previous bet (103.80 → 121). That isnβt a full raise either β it doesnβt raise the previous bet by at least 48, so itβs not considered a valid raise to reopen the action.
So even though the second all-in amount was larger in total, it did not constitute a full raise amount based on the previous raise size. Thatβs why you were only allowed to call or fold at that point.

They're wrong, but it is a confusing rule when there are are multiple all-ins, and some live dealers get it wrong as well.
Well, there are local rule variations in live poker rooms, so I suppose you could chalk this up to the online equivalent of this. But yes, by standard rules in most card rooms, the two all ins taken together constitute a legal raise reopening action to you.
