There are many options, depending on what country you live (some sites don't seem to fight VPN others ban it immediately) and if you rather play phone or desktop..
According to my holdem manager stars is cheaper.

Not wanting to use a VPN to violate a site's ToS because of the slim possibility that it somehow becomes legal to play there in the future seems like an overly cautious mindset.
I'd only avoid this scenario if I knew that the site had a history of confiscating funds simply for using a VPN.
