Multiple flops dealt: Very Odd Situation Ruling Question
Never seen this one happen before.
Player LAGGY and player SALTY get it in preflop at 1/2 for about $450 pot.
Dealer burns a card takes the 3 flop cards then the players say to run it twice. She puts the flop face down, adjusts the rake (extra rake for running it twice) then peels 3 new cards face up.
The original flop is face down, different flop face up. The face up flop obviously smashes SALTY b/c he's unhappy at any other outcome other than new flop stands.
How would you rule?
1. Original flop turned up, new flop shuffled back in.
2. Original flop turned up, the middle card of the new flop is the turn, and outside cards are burns (which would keep original order of the deck).
3. Something else.

I would rule a sobriety test for the dealer.
RIT doesn't include 2 flops in your room, just 1?
If so, then I rule reshuffle both flops back in and redeal it, then proceed as normal.
RIT is flop-turn-river then flop-turn-river with appropriate burns.
Number 2 seems like the correct one, assuming cameras are good enough to see the way those cards were put down & turned over conclusively to tell which card is which. If they can't tell conclusively, I guess the next best thing is to wash those 3 face down and have floor pick randomly what will be the turn for first board. River for first board comes straight off the deck since there's been 3 burns at this point. SALTY's protestations don't matter.
I've heard of this happening in a RIT AIPF situation at a PLO game where the dealer tried to run it like a bomb pot (flop flop turn turn river river, 3 burns at this room), pretty sure it got stopped after the second flop was face up as well so effectively the same thing. I never checked what the ruling was for that.
I would do 1.
2 is bad because you never assume the cards came off the deck in the proper order. They get scrambled or stick together in weird ways especially when the dealer is flustered, which is sounds like might be the case here.
So the dealer forgot to burn for the second board? Or missed multiple burns?
Either way, ideally the dealer put cards back in the exact order they came out, if possible. Otherwise some kind of reshuffle is in order.
I don't get why dealer dealt board facedown either.
Seems like there wasn't supposed to be a second flop; it was supposed to be:
Burn
Flop
Burn
Turn
Burn
River
Burn
Turn
Burn
River
But the dealer did
Burn
Flop
Flop
And now we're stuck.
Flops are always dealt face down as the dealer is counting off 1, 2, 3. The difference is that usually they then immediately flip them over and spread them as the flop.
As far as I can tell, in this case, while the dealer was counting off the three flop cards, the players decided they wanted to run it twice. Since that requires a higher rake, the dealer stopped at that point and fixed the rake. Then had a brain fart and forgot he had already dealt the three flop cards, and instead dealt 3 more cards and then turned them up.
