Help with handicapping

Ok, so lets say we are looking at two players that are going to play heads up and I want to take action from other players based on their cumulative 3 year win/ loss at one particular venue. Lets say player a is down 2k total and player b is down 30k. How can I handi cap that?? Is there a formula?
