two USGA rules officials took a look

I clearly misunderstand the rule then. I always thought if water comes up like that it is a drop. Closest point of full relief might have been the rough though.

the announcer said water has to be visible above the grass (not when you stand on the grass)

Casual water is determined by taking your normal stance. This is crucial because most people put as much pressure on the foot as possible trying to draw water. So to get relief you’d simply stand next to the ball as well as where your stance will be. If water breaks the surface you get relief, otherwise no. That video means nothing for various reasons.

USGA officials are tough but fair, if it’s close then it’s probably no. With a PGA Tour rules official if it’s close then probably yes. He would have almost certainly gotten relief in a normal tour event.
