I cant import a Hand2Note Popup, is there a restriction against it in the learner license?

Hello!
Hand2Note Learner doesn't have any limits on using custom popups. So, you're free to install and use them.
Most likely, you have internal Hand2Note files (with the .statprofile extension). Such files should be copied to the Hand2Note4.1/Config folder directly (Popups files to the Popup folder and Stats files to the Stat folder inside the config folder).
You can send a screenshot of the files you have to [email protected] so we can check them and giby you an appropriate instruction for that!
