States like California issue fix-it tickets to register the car in the state if they suspect you're living in the state. Then they keep an eye out for your car, and if you got your ticket fixed but still have NY plates, they throw the book at you. Your neighbors will turn you in to the cops if they see out of state plates on your car for more than a couple weeks.

That seems to be a benefit of being a nomad which can keep NY plates and stay at hotels with no residence.

I just assumed they check right away. I've been pulled over without the card on me and I told the cop I have insurance and he just took the license and registration and obviously checked to make sure I was telling the truth about the insurance. Carrying the insurance card is just a hold over from when they couldn't easily check in real time.

Within a particular state there should be an auto insurance database but in the case of Nomads with out of state plates, it is likely that the second state cannot access the first state's insurance information. They usually can access the registration and plate validity but it probably takes more training and effort to get into a different state insurance database and likely will not call on the phone at the side of the road since they will be on hold or maybe needs to fax something in to request a policy. ELD previously taught that there is a reasonable time limit for traffic stops usually around 15 minutes.

If his poker results and channel continues on its current trajectory he should look into becoming one of those YouTube law enforcement auditors, at least he will be putting his law degree to some use.
