Folds to hero,
Hero?
Villain can be aggressive, can sometimes call light, has not 3 bet this high yet.
As far as a range, I’m thinking AK, maybe AQ, JJ+.
Should I call here? Should I shove?

The 3 bet is actually very small given 3 callers.
Pre is somewhat table dependent, and you've also not made clear whether villain has position on you or is in the blinds.
In a vaccum, my inclination is to fold both times pre. I get the pot odds are great for calling the 3-bet, but we also have someone between us and villain who could back raise. We also have some bad RIO. Are we really that happy when a King or Queen lands and villain still c-bets?
I would just fold the first time.
Fold pre. AP, fold to the 3bet. In a typical loose passive game, where players open limp and call limps wide, against a UTG open and a UTG+1 call, KQo is behind.
