What is our overall strategy with a set in multiway pots on monotone boards? Play defensively? Bet small and try to get value from pair+fd?

Flop small bet to clean up equity is fine. I think we can check too, I would mix depending on who is in with me, stack sizes, meta etc.
Turn I would always check, we need to pot control and people play too many suited junk hands weighting them more towards flushes.
Pot size on the flop is 100.

On the turn, against passive players who don’t semibluff equity draws in position, I think you have to charge the XcXx draws with at least a small bet. It depends on stack sizes.
Bombing turn as played. Don't like flop bet.

Multi-way and with opponents in front and behind, I just check flop as the PFR, nearly 100%, no matter what the board texture is or what I have.
I don't see much reason to bet this monotone flop. The CO or BTN is likely to stab at it, either for value, or as a semi-bluff with XxXc. The blinds are likely to call with any decent club. If the flop checks through, and it checks to us again on the turn, then we can make a delayed c-bet.
If we're going to c-bet, whether it's on the flop or turn, it's gotta be REALLY small. We could bet $10 here. Yes, $10. No one is calling with a weak pair + draw. We're just looking to fold out the weakest garbage that can get there on a later street, while we're praying the board pairs.
AP, after we c-bet the flop, and get two callers, we're in an awkward spot. A big bet will mostly get called by better, unless someone has the Kc here. A small bet seems like a better choice.
If we bet turn and the BTN calls, we're going to have to check most rivers. Do NOT lead out if the river pairs the board. Just go for a check-raise if that happens. Otherwise, just check-fold. It would be rare for someone to turn a worse value hand into a bluff.
The main strat here should be pot control until we improve, not bloating the pot with no idea if we're ahead or behind.
