so I was put into a chop spot the whole table folded around QQ black im in the BB and SB is a (black young 20's lots of tattoos has played pretty loose bought in for 100$ is drinking and I don't think he's there to play poker most likely straight up gamble) has about half my stack 280 doesn't check his hand and says chop there's still a huge bad beat out there so I call flamingo he checks his hand calls.

I think people wil say don't check QQ preflop here. Or does calling "flamingo" mean something? I've never heard of that term.
Is the board 4 hearts? If so, fold.
Just chop every time. Playing every time is fine too, but if you are going to play this hand you should be raising it in position. The math says that you are losing money going to the flop just to chase the bad beat jackpot. It's a fish mindset.
Flop seems like a pretty standard fold when you have voluntarily invested $0 in the pot. The sb should never be bluffing here. For that same reason, I would jam the river. He's not bluffing, and it's hard to have AA, KK, or JT here, so you have the nuts. If you lose, it's just a cooler.
Also, fwiw, the notation "3!" is a 3bet. You are talking about "raising" on the turn, not 3betting.
The player profile in question loves aces. I'd just fold. He's got nothing behind in case you do hit a queen so there's no odds to it. You should have raised him but as played, run away from the ace flop. You can get the money back.
So the SB wanted to chop and you wanted to play to try and hit a bad beat jackpot. The SB plays as per your request. Anything after this is mute. He didn't want to play the hand to begin with and you're turning it into something else.
