soft table 1-3 pocket KK UTG
9 handed 1/3 stacks are around $400-500 on average
Villain (380$) on the button is a pretty big fish almost plays open face. Middle eastern guy around 40's not very aggressive and when he is you can pretty much put him on his exact hand.
Hero UTG red KK 1385$
Hero opens for 15$ standard open bet at the table if no outside action have only shown down nutted hands playing TAG.
Button calls, SB calls
Board AcAs8h
SB checks, Hero 15$, Button raises to 35$, SB folds, Hero?

I'm confused. You have a question about how to respond to the flop raise?
Sigh-fold, sadly.
Clickback raise IP can be a lot of merge-y stuff (e.g. 8x, 99, etc.) that is hoping to xb on turn. I think I would call here and snap fold to any turn bet, even something really tiny.
Exploit folding based on the read you provided is definitely fine too, though.
@elmcityboy
The odds of this loose-passive opponent raising an UTG raiser without Ax or a boat feels slim-to-none, especially with the SB still left to act. I can't imagine that calling the raise could ever be +EV.
Minor quibble as played: I'd probably either check or bet $10. The latter saves you $5 if you need to fold to either player's raise.
Spoiler
i folded he turned over AK nothing in the deck could save me
You lost the minimum.
