I thought that cutoff most likely had JJ because cutoff cold called from my 3bet, so the hand of cutoff seems strong to some extent like TT and JJ. semi-bluff with a FD is possible, but hero has K♣️ and the amount of the check raise OTF seems small for a bluff.

If you are seeking advice, you shouldn't say what your last action is so we can tell you what we think it should be.
It depends really. Ideally you are watching villain and building a player profile on him. Is he aggressive with draws? Does he iver value certain hands? Is he a spewey bad recreational player? Is he very tight and passive?
The problem I have with folding is that I could see villain showing up with QQ, AJ, JcXc, possibly some other flush draws. And if villain did have a set here, I think there is a possibility they go bigger on flop and turn, maybe just jam turn.
If you were to call, pot would be over 9k with 2.5k left, so I would either jam or fold. Villain would have to be really tight and passive for me to fold here. Without any more information, I am inclined to call.
These hands usually come down to reads, like was there a lot of 3betting going on in the game? If there was, I'd be more inclined to call the flop raise, but if not he was the first one to cold call your 3bet, then he raised the flop 2.5x so it might possibly be JJ or 88 more than a FD since you block AKc.
If I wasn't planning on calling a hp bet on a blank turn I would of just folded to his raise otf. As played since he doesn't have much left I would just jam now.

It's one/2 in Mexico. I wouldn't expect people to be overly rational or to play how you expect them to play. On the flop, your decision really was am I going to take this all the way or am I going to fold?
