Seems like a pretty straight-forward fold.

My observation is that low-stakes players can open wide from EP, and many are capable of 3B'ing light, but their 4B ranges get super-tight. His range is probably QQ+/AK, and could just be AA/KK/AKs.

Against that range, we're not doing all that great, and we're not deep enough to set-mine. If we call, he's c-betting most flops for a huge size, and we'll be forced to fold after torching $90 more than we needed to.

Obviously you don't have any reads on this villain but at 1- 3 my default would be to assume four bets are KK+ usually. I fold.

With more specific reads on players that are tighter, I have saved so much money folding QQ to mere 3! at 1-3.

I don't think the 3! is a mistake. Yes you have to fold now, but you aren't getting 4! frequently. Look at it this way, if you call and the flop comes 9 high, you think you're good and lose a lot more. By 3!ing, you found out you are way behind and lost only $40. You easily lose more on many flops before you figure out you're against AA. The cheapest place to find out you're behind is preflop, information only gets more expensive from there.

Note 3!ing JJ is wider than theory, but Vs are under 4!ing and aren't aggressive enough post flop. We want to play as many 3! pots IP as we can because that's where Vs will make the most mistakes. Playing a 3! pot OOP is one of the hardest things in poker, even very studied players will routinely make mistakes. The average $1/$3 player is making huge mistakes in this situation. Try to steer Vs into it, and when you're 4! just fold.
