Just some points to note. When this guy 4B it didnt seem to me he even counted the chips he just grabbed a stack.
Also this is the first 4B I had seen him make all session

I guess with the stacks being 200bb I'm not going to be happy to get stacks in. The price is a little too high to set mine. I might be stubborn and call the 4b but you're prob right to fold, given the V's position and observed behavior.
It's completely player dependent, but against the gen pop of low stakes, getting it in pre with QQ is torching because their 4! bluffing range is KK. So until a player gives you a reason to respect them, this is a good spot for a disrespectful fold. If you're in a game where 3!s and 4!s are relatively common, then you have to call. But that's pretty rare at the lowest stakes.
Do you think he ever 4B's a worse hand, either for value or as a bluff?
I don't typically see it at low stakes. He probably has AA/KK/AK over 90% of the time. Lots of low stakes recs will go broke with QQ here, but you have QQ, so it seems more likely he has a better hand.
