I think at this point I only really beats a bluff or maybe some AQ or KQ if he bets this sizing with them. However I am getting 4/1 on a call

You beat more than just a bluff or a big queen, I would call the river. He probably had AQ if I were to guess (I'm not too worried about him having a 5 in his range).
Also it looks like it's a blocker bet since he bet pot/pot/a 3rd pot
I'd probably raise the flop, since your baby two-pair is kind of vulnerable, and I'd like to target the PF raiser to see how far he wants to go if he has Qx/KK/AA

Yeah I could raise I assume the PFR wont have a very strong hand since they didn't bet flop. I was more concerned about raising flop after a large bet and still have the OR to act

aarrrggg...I misread the action...rereading the hand, the flop check seems fine, especially with how dry this board is.
This feels like a pretty trivial call on the river. Sure he may have a set, but unlikely a 5 in his range given description and that he lead into 3 people on Flop. He's also got more than enough Queens in his range to justify a call given the odds. Not sure raise is worth it given I doubt he's calling anything worse.
You need to find a raise at some point. Your hand is functionally equivalent to a set of 3's here. If you haven't seen V play too many hands its really unlikely he's opening Q4/Q3 from UTG.
