UTG is a fairly aggressive and loose fish, but plays cautiously postflop.
UTG raises to $20(standard open), Hero(BB) 9♣6♣ calls
Flop($45) 7♦ 5♥ 4♦
Hero checks, UTG bets $15, Hero calls
Turn($75) 4♥
Hero bets $70
Preflop, I called mainly because the guy is bad. Maybe it’s a bit too loose, but whatever.
OTF, I wanted to check/raise, but I didn’t like his shallow stack, so I just called. This guy usually bets big with strong hands, so the small $15 bet made me suspect he was weak.
The turn card didn’t improve his range, which I thought was mostly high broadway cards, but it significantly helped mine, so I decided to lead out with a big bet.
I don't understand what details I missed in this hand and how I should have played postflop more correctly.

Pre is a clear fold, not a "whatever". You're not even that deep.
Flop call seems fine.
I'm ok with lead on turn if we actually think we have some fold equity and beleive this guy can fold an overpair now or when we continue on the river, because more than half the deck is a scare card on the river.
yeah idk man seems like clicking buttons
i think u want to be careful that you don't start doing a bunch of random stuff that u get away with simply bc weak opponents, bc it's going to really really neuter ur improvement overall

The biggest detail you missed is you described how you view V but did not describe how you think V views you. If he views you as bluffing too often than you will have a much harder time bluffing him if he has an over pair here than if he views you as not bluffing enough. Also what do you mean by "plays cautiously"? If you mean he folds too often that is one thing; if you mean he won't bet but the "loose fish" part still applies and he calls too often that spoils your entire plan for the hand. Overall feel is that you think you are a better player and thus entitled to their money.
