LagTard playback-not sure of my line
Villian is a LAG borderline maniac but usually only with draw hands. There are very few of these types in my games and I have little experience with them.
Earlier session he opens with Axs, I 3 bet with AKo, he calls. HU, he bets blank flop into me, I raised, he called. He bets turn(picked up his draw on the turn) and river, I call him down and scoop with my kicker. Witnessed several hands like this, some he hit, most he missed. He lost 2 racks and left.

He opens UTG, 2 calls, I call OTB with A♠3♠, BB calls.
Flop is 9x 6♠ 4♠
BB checks, Villain bets, fold, fold I raise, BB calls, Villain 3 bets, I Cap, BB folds, call.
Turn is 3x He checks, I bet, he raises, I call.
River is a blank. He checks, I check behind.

The turn bet seems pretty bad to me. I don't see any reason for it. We picked up a pair, yay! But we are still way behind his made hands. The rest looks fine. We can't fold showdown value to borderline maniacs on the river.
I agree that the turn bet is bad. That card doesn’t put you ahead of any of his made hands; it just gives you some additional outs.
I initially didn’t like the flop 4bet but am now coming around to it. If you think there is any chance BB will fold a pair, that’s a huge coup for you. If it were HU I think you are better off just calling down from the 3bet until and unless you hit a flush.
3b pf might be a good idea too, depends on how tight the blinds are. if they wont fold then call, if they have a fold button i like 3betting. id like to maximize my chances of winning with just a pair.
