4/8 lhe 99 in BB set mine or 3 bet(or both)?

8 handed, 3 bad and 1 ok player limp, Loose SB but decent PF open range raises , don't think he is raising here with much less than AKs+ but possible.

I look down at 99, don't think a 3! is going to buy me much except a couple callers and a probable cap.

I think my best bet is to call and set mine here getting the over calls from the peanut gallery.
