SB folds, BB I look down at Q4s, figure I have a bout 30ish% equity and call. Standard?

You don't need to be defending with Q4s against the player described. I'm not sure how much tighter is right but but I'd probably play QTs+. I'd much prefer defending 45s to Q4s. It's a nit opening in a high rake situation. Unless you have a fairly premium holding or a hand with good playability I'd just fold and move on.
In a high rake game against this player type I would fold, but I would call in most games, particularly against someone who is not sticky postflop.
