8 16 flopped top set dry board max value?
8 handed game is fairly tame.
Bad player who chases to the river limps utg, folds to me in CO with 99 I raise. Fold to SB older TAG asian lady who plays pretty cautious with me, she 3!, this must be a premium PP or possibly AK, BB folds, call call.
Flop is 973r. Lady bets, call, I just call. I figure if I raise she probably 3! and chases away UTG.
Turn is a fairly harmless 2. I think full rb board. Lady bets, UTG calls, I now raise. Call, fold.
River is Q, no flush possible, Check to me, I bet, she hesitates, mumbles and calls with her AA.
I am now thinking I should have waited to river to raise to keep in UTG for one more street, or really doesn't matter?

Just pound the flop and you get to raise turn anyway.
Delaying value like this would be very strong had the in between player folded and you were closing the action ip. Its still pretty good 3ways closing the action but raising is better.
If the button were in there, raising gets better.
If the pf aggressor were the BB and SB cc but checked flop, folds to us, raising is still prolly best.
I would raise the flop. If BB has a strong overpair, she will likely 3bet, the loose passive UTG player will likely call 2 cold because that's what loose passive players do, and you can then call the 3bet and raise the turn. If it were HU with you and the BB I would call flop and raise turn.
