Poker beyond Ontario borders?

This seems like potentially big news for online poker in Ontario, Canada. We've been ring-fenced since online poker was legalized but it would appear this ruling opens the door to Ontario poker sites to open their player pools outside Ontario.

Or am I interpreting it incorrectly?
