There can be a threshold with a very short stack where a hand like A3 bottom pair becomes strong enough to raise/get it in. This is probably something like 10 bbs deep though. At some point just having a pair is "enough." In similar spots the solver will C/R small (allowing for non all-in bluffs as well), then call it off if opponent jams.
