On a satellite bubble with a stack shorter than you, probably not.

ICM no ... ChipEV yes

ICM no ... ChipEV yes

so if it's late in the tourney it's a bad jam and if it's early to mid tourney or in non-icm spots then it's good in other words?

It's a satellite, which means it doesn't matter how many chips you end the tournament with, as long as you make that top 5. Considering it's a freeroll, the chances someone else screws up because they have no idea how to play these spots is pretty high, and folding not only gives you a chance to outlast the shorter stack, but gives those other players room to make those mistakes.

It doesn't mean you'll never shove, but you'll want to do it in much later position or with an extremely strong hand.

I would shove. Would shove almost ATC from late position. Hand value doesn't matter that much. More important that the steal gets through. You might have missed better opportunities with position. You are one of the two short stacks and need chips.

Given this is a freeroll satellite for a $1 tournament, you might wait for someone to bust. However, generally, you need to steal when short stacked. You can't get blinded down so you lose FE.
