Bet at a dry pot?
Live $50 turbo tournament. 10 minute blinds. 40K starting stacks. Blinds are 2K/4K. About half of the field still playing. Folds to hero with 100K on button with A9o. Hero raises to 12K. SB goes all in for 11K and BB calls 12K. BB has about 40K behind. So, a trivial side pot of 2K. Flop is JJ2 rainbow. BB checks. Should hero bet or just check it down unimproved?

I mean... kinda depends what you think of BB's range. You could bet for protection / equity denial if you think you're ahead, but you don't want to build a sidepot where he's not calling with worse.
BB starts hand with 52k at a 4k big blind? I think I just shove preflop. (I'm never 3xing off a 25x stack.)

I agree with the above. Against a 13 bb effective stack I would always shove when i am opening. Not that it would help on this hand because SB would have called anyway and I'm guessing you either didn't win side pot or if you did it checked down.
Also I would never raise 3x with 13 bb effective stack. My raise sizing would likely be 2.1x And that is true for up to 50 bb's.

You should probably never raise 3xBB in this situation. It is a donkish play. Generally, shove or fold. If you are going to raise less than allin with short stacks, it should usually be a miniraise or maybe a limp, and with a polarized range.
