Focusing on hitting some certain frequencies is putting the cart before the horse.

OK, a better way to say this might be-- you should be less worried about whether certain stats spit out correctly, and more concerned with studying ranges and lines, and how making the optimal decisions (and staying balanced in mixed spots) will naturally result in the correct frequencies.

Thanks for reply. You are absolutely right. But the statistics tell whether I have succeeded in my studies. Rather than results.

Those ranges are outdated baselines from the solver-free era. Modern regs run much wider VPIP in late position and 3bet frequencies have climbed significantly, especially at stakes above $20. The more useful angle is tracking how stats shift by stack depth and tournament stage. A 15bb BTN open range looks nothing like a 50bb one, so static population averages don't tell you much without that context.
