Button (6000) loosing , kind of passive player.
BB( 12000 ) , very bad player ,thats the reason for my straddle , gambles alot and doesn't fold preflop .
We cover both players.
Button opens to 175 , bb calls , I 3bet to 650 , both call .
Flop ( 1950 ) KhQc2s
Check , I check , Button pots , bb folds.
Thoughts ?

You're about 45% versus a pure value range and the pot is more than big enough to make it profitable to get it in even without fold equity, but the open question is whether you can make more money with a call than a jam. If we call the pot is going to be too big to fold on spades, but we could conceivably fold a board pair if we're confident we're drawing dead - and we might be if a losing, kind of passive player just instajams a board pairing turn.
However, even a losing, passive player can just jam 100% of turns in flow after potting this flop with these stacks, so maybe we just call it off on those turns too, but tbh, if we're doing that, I'm losing reason not to just jam the flop and hope this is like the one time in fifty he looks down at his KT82 and thinks 'I shouldn't have got myself in this sort of trouble with this hand, I must be losing' and folds.

You can play this either way IMO. I’d prefer to XR with a pair blocker like AKJT or AQJT and just check call this but as stated, you have enough properties here to absolutely rocket it in. The only hand you don’t want to see is something like KKJT with ur suits. If you do just call tho understand you need to call all turns that bring in your suit as well outside of a board pair. You aren’t calling to just fold on those turns. Also you can just jam and run twice if you wanna take a reduced variance route. Button just has barely above 100bb tho and depending how big the game is and what stacks are I prolly just rocket this in to get deep.
As played, I'd just call. You described villain as loose passive, so xr wouldn't be for value.
Check flop, and call or xr depending on specific sizing/action seems reasonable
