Well, if he doesn't know the rules and won't fold now, I think it's a raise. Yes you lose to some hands that contain TThh. Then again villain doesn't even know the rules and can do this with any ace.
You answered your own question with your initial description of V.
From V description, this is a pretty easy pot. Seems very unlikely we lose both, and we could easily win both.
