For the bad beat, if the hand is four of a kind, a pocket pair must be used to make it. The losing hand of quad 5's had a pocket pair. But the winning hand of quad 7's was not made with a pocket pair.

There isn't a Goddamn thing weird about it. Rules are rules. Just now, the first Las Vegas live casino I could think of that has/had an Omaha bad beat was The Orleans. Here is a screen shot for The Orlean stating the same pocket pair rule. But if this hand had been played at Doug Polk's The Lodge Card Room it would have counted as a bad beat. Rules are rules and there is usually nothing weird about the rules even if the rules from casino to casino are different. You dumbass.
