We can assume QQ/77/88 would bet or raise the flop/turn at some point so we can eliminate those hands. On the river I would think straights would bet out in case you do check behind - there is some chance they check to you for a x/r, but I think that's small. Really we're just targeting Q8 if we bet - maybe we could bet out half pot and get a crying call sometimes but think a check is ok as well.

Fold pf…as played I may bet 1/3 but we block their calling range we beat and unblock the range that beats us so checking is fine too. Def not betting any decent size here

Def fold pre, small pairs play terribly in PLO.

Its a reasonable value bet given the action. Won't always win but should be profitable, especially if Hero is not worried about an xr bluff.
