I think first hand I would just check turn, it has no equity and lone K blocker isn't enough to start bareling there, would want some outs or better blockers. 2nd hand shouls just fold pre. Also it is more standard to open for pot, especially deep.

So delayed cbetting isn't a thing in plo??? Isn't villain ranges capped on the turn???
Both hands weren't deep.
Our hand is just a bit too weak to bet imo, I think we need an additional component like a flushdraw or a flushdraw blocker or a pairblocker from the board, we don't really have anything, therefore the bluff is more likely to be unsuccessful. I meant deep as in 100bb deep in that context.
I think hand 1 is a pretty clear fold pre and any ds-hand is an open.
Hand1: I think starting to bluff on turn is fine. I don't like the sizing though - for me this board would be a betbig/check. If he is the type of player who leads rivers I would bluff with many many hands even without a spade.
Hand2: I think that turn bet to that specific turn card overperforms tremendously. I would certainly be looking to barrel rivers.
I don't think 9x will ever fold, so we are targeting mostly Jx which he will have a lot. Maybe around 75%? Could pot as well of course.
