I would not start a bluff with this hand. You are fine checking down.
No one is capped here as this is the most natural board to slow play top set.
Maybe they indeed are such bad players that they give obvious timing tells and checks are weak in general, but... You also need to choose what hands to bluff. In my opinion any gutshot is a better bluff than this hand. You have cards that you'd love to be in villain's hand if you bluff.
