I'd pot. Continuing ranges on this flop should be tight in a bomb pot, call is more of an exploit to target weak players who see a turn too wide/light. Hero doesn't mind even if he gets all-in.
Bb often capable of shutting down any spade, gutshot is valuable and 9 blocker lets us rep the current nuts.
Hero can play a mixed strategy on non-board pair turns and adjust based on live reads, etc.
Hero calls 100, HJ and co call. Co is one of the most passive players I’ve ever played against.

I don't think calling the flop is bad really, they are probably calling with tons of hands they shouldn't.
With a passive player behind I'd just bet, whatever sizing.

I don't think its bad, but I do like building the pot so Hero can be all-in on river, and so we have a sufficiently wide raising range on the flop.
I'm not crazy about betting the turn on the Q, there is a reasonable chance at least one other player also has the nut low; facing a raise or xr is a lot less profitably for Hero on turn than flop. Hero could have picked up additional equity with any pair. If we ranked worst possible turn cards it would probably start with a 8, and be followed by something like non spade k, non spade q, 7, and 5.
