Kinda lost on this river. I didn't want to check and let V blast me off, but also feels like I would rarely check turn with a diamond draw so idk if it makes sense to rep flush. Is a small block bet best?

I would check/call. Villain probably calls with a lot of overcard combos OTF that now would never call a bet but might stab after you've checked OTT and OTR.

River, you can make small bet like 4bb to make sure weak sdv hands call you.

Why?
Fish have very obvious sizing tells so I think I like checking and deciding whether to call or fold depending on how much he bets.
Blocking very small is viable too if you think he's more passive and won't bluff overcards.
I agree if there are multiple limpers, in this case there is only one.
We have A7 hand that gets dominated by limp/call range a lot. Fish do over fold a bit to cbet but that's woth like 1bb or less. Main point of iso is to kick out other regs, you can build the pot if you hit easily even when you iso to 4bb, but you lose a bit less when you miss.
