Bet flop he is obv a fish, so he can show up with random Tx 99 ect. Your hand needs some protection, so you dont want to give free card.
The flop is probably a 100% bet for at least 1/2 pot against a fish.

Don't we expect V to bet a bunch of hands that he would call with? My thought was that he will probably bet far too wide for value and can also over bluff here.

This may be true, but then you would want to mostly check AA and maybe some KK. QQ gets bet more often in theory anyway because equity denial is much more important, but just a mandatory bet vs a fish. Same thing with JJ, probably pretty close to a pure bet in theory, and then mandatory bet vs a fish
You need be really sure v is extremely likely to bet to justify a x here with QQ
