Good Bluff or Punt?
V is 24 / 12 / 0 over 50 hands.
My thinking is that V would bet sets on the flop. They can have 99 and maybe a couple over pairs that call but I think I am getting 88, 66, and a bunch of 9x to fold.

Don't think CO has any 9x at all, and 88/66 probably checks turn although 2nl players are probably paranoid about protection.
On flop/turn generally you only raise hands that could viably call. Your hand should just fold. XR bluff FDs, OESD, weaker board pairs
Not even sure you should have a XR range, would you check 77/99 ever?
Just fold. Don't think there's any need to try take this spot. BB is still behind as well. Unlikely he's betting turn here with 66 or 88 in to 2 players, more than likely he will take a free river with them and he will just flat all his sets on the flop.

Good point, I never take this line with a strong hand.
It's hard to put CO on a range because V shouldn't call much preflop with this rake structure.
Punt, I would advise trying to avoid bluffing at 2nl as much as possible.

I doubt 9x folds here. You're going to have to jam river, and even then I'm not too sure. Also, this could easily be a slow-played 77 or 44. I would fold turn.
I do play a pretty value heavy strategy, but I want to start being more aggressive. x/r multiway is probably not the spot though.
Start doing it at 5nl, where people start to think more and you can practice playing vs better players. 2nl is it own special ecosytem.(As some who have played mostly 2nl,5nl and 10nl)
