Raise 2,5x not 3,5x preflop.
He should be pretty strong to bet here into 2 people and even his bluffs are ahead.
And most importantly your OOP vs BTN and it will be much harder to out play him.
Trying to make people fold made hands (55 F.E.) is not the best strategy at 2nl
