Turn bet is polar here imo, I assume toppair/2pair type hands would go into their shell and check back on this turn card. Therefore, I am up against a straight or some fd. I don't know how often villain will giveup otr, but probably not that often, because my line/range is capped and easy to barrel off.
Nevertheless offered pot odds are great and there are some implied odds aswell. So should I call? If yes, what's the plan for the river? XF non-pairing rivers and donk fh hits?

(im a losing 2nl player) I agree with your turn assessment and i fold here. Flop raise into 3 people for this small sizing doesnt seem like a bluff to me and i dont really see you getting paid on the pairing river
You hit FH/quads 20% if he has J+pair. 22% if J no pair. Tie at 6%.
You have the pot odds to call.
Then donk small (1/4 pot) on full house/quad runout. They'll call enough.
I'd actually donk up to halfpot, many won't fold a straight here even if board is paired. Minraise suggests villain is fish, so we are in a good spot here.
There is some reverse implied odds against sets and two pairs, but villain is minraisehappy so you just call if they minraise your donk on river instead of reraise AI.

Size up otf, fish cant fold pair+draw to any flop bet. Turn easy call and i like DB on paired rivers.
