Not my favorite flop, bc I am dead against QQ, AQ. His Turn raise looks pretty nut heavy. Can I get away from this? The only note I've about villain is: utg 2 bb openraise w/ J4s, so there's a good chance of him being a fish.

Very odd spot, Like how you played it overall but I would probably just call the turn raise rather than jam to keep bluffs in. Pretty much impossible to range him here as he should just never have flats pre
What's so odd? I think that it's standard to go over 3 streets for small size in 4bet pots.
Turn probably comes down to the question
if he is more likely to call my turn jam w/ some gs type hand, where he has 14% pot odds and only 4x2 = 8% equity left (hitting his gs)
or if he bluffs punts off his tiny stack into a huge river pot.
I don't mean your line is odd but the spot is odd as he shouldn't have calls preflop and I'm not sure he should be playing many raises on the turn, think it really comes down to if turn is over or underbluffed, did you have any info other than the J4 utg on how he was playing pre? If he was in general too wide pre I could see turn being over bluffed by recs.
I would say recs in my population will overbluff the river in these inflated pot situations which is why I like calling turn and basically calling all rivers
What bluffs does the villain have in this spot though (and continues to bluff on the river)? KdJd? I think the villains cold call range is "hands that i can't bring myself to part with, but am afraid to shove 3 way" - TT-QQ, AQs, AKo, maybe some suited kings (probably not). Any chance of KQs/77? I don't really see many hands in that weird range that he raises here and that we win against - i would heavily discount the bluffs in that line. You block the nfd, which is the natural bluff here. If he puts you on a flush draw (given that he doesnt hold Ad), he might be inclined to get it in here "for protection". Overall, i think this is nutted more often than not.
