We beat value (worse two pairs) and there could be some bluffs here as well vs reg. Idk what the SPR is but im probably continuing either way.
Stack sizes would.... kinda help.

have you seen villain make big bluffs before or does villain only raise with nuts? does he over value top pair?
is villain a nit?
is villain the type to raise sets on 2 tone flops or slow play.
because i dont have much reads on the player other than dude is passive, then i would have to give this raise respect and fold.
but if stack are deep and there is high chance of implied odds where you can win 7x more what you need to call then you might be able to draw to boat.
a lot of consideration can go into the decision making so its kind od tough to make a definite decision. but the passiveness is a strong one that should lean you towards folding
