Dubious question?

I am having an internet issue with ATT. I live in Illinois but ATT shows me in Lansing Michigan. This sucks because I can't subscribe to CHSN (Chicago Sports Network) to watch my White Sox who are unexpectedly decent this year. They (ATT) claim they can do nothing about it? Dynamic internet or some such nonsense.

But in Michigan online poker is okey dokey. I haven't played online since they dropped the bomb 10 years ago. Could I use this glitch to play online? I am guessing yes but could I get withdrawls to Illinois? I am guessing that part is very questionable? Anybody have experience in this kind of skullduggery?
