Folded as I believed pairing the 8 on 6th made it unlikely he had an 8. Thus, either drawing dead, behind his made 97, and/or if Villain paired the 5, I am drawing to a worse 4 card hand.
Am I overthinking the decision on 6th? Ever just calling down?
Any other streets I could have played differently.

It's a small pot. You are getting 3:1 if you call them down. Sometimes you are drawing dead, but often you are drawing live. Since you didn't share any information with us, I presume you don't consider this player overly tight or loose. It's a close decision.

Yes, most likely. It is player dependent. Since you started 24 as your up cards, you could have a wheel draw, in their eyes. Some players I know would always check back a 7, as you might be able to beat that on the end, so if they bet river, I can fold. But against somebody pretty much unknown to me, I am calling both bets, or folding 6th.
Without a player dependent read, I think your read is correct that a made 97 is likely his worst holding here. That call with a 7 against a 2 open and an A behind indicates a pretty strong 3 card holding that is very likely to have improved on the next two cards.

You are way over thinking. Call down. If he knows anything about Razz he is betting there no matter what his hole cards are, unless he is the nittiest nit.
I think you're overthinking that you're drawing dead because you're forgetting that he could have drawn a pair as well.
And if you're comitted to calling the 3:1, theres the small chance he checks after the river.
