Using HM3 and Pokerstars client with Microsoft Surface Pro 11

I am considering purchasing a Microsoft Surface Pro 11 entry level 2-in-1 tablet-notebook. Snapdragon X Plus X1P-64-100, 16 MB RAM, 256 GB.

I am considering buying an entry level one:

Snapdragon X Plus X1P-64-100
16 MB RAM
256 GB

Am I going to have issues with the ARM64 processor? Will I be able to multi table comfortably (4 tables is sufficient) on PokerStars?

Will I be able to use HM3?

Will there be lag issues?

Does anyone have any experience they can share using PokerStars + HM3 on a Surface Pro 11?
