If you saved as chico hand format, then yes. But PT4 and Hm3 have slightly different parsers, so ipoker format won't transfer, as an example.

No. the reset will clear your activations. If you've maxed activations, then just use that option from within the software and you'll be set.

Just to confirm, if you use the in app reset, you don't need to reset the license using the account or reset link and you can direct register the license on a new PC/device?

I usually do reset on the app, login to my account and reset it again then register the serial key.

You can run the reset from any of those options. They all do the same thing, so you should only need to do it once.
