Biden did that picking her as a "black woman" *when she had performed horribly in primaries*.
Biden pick for SCOTUS was a black woman as well, but at least she had a good track record of being a good judge (ofc, according to "leftist" criteria). She was as qualified as other leftist picks would have been. That's why it's very rare you hear Jackson being called a DEI pick.
Harris was provenly a non-entity politically (for national politics), having been massacred in primaries *among the democrats base*. There were 50 + names better than her for VP.
