Not knowing anything about your audience, something with Progressive and location would be the direction I'd go. But if you think everyone you want to expose it to would get it if they saw your domain name on a billboard, then that's fine. It's not like you're building long-term brand identity. "www.Progressive-XXXXX/38069votes.com/" works too if you might want to do more of this in the future.
