That being said, I have no clue what this is.

I think that's not a portmanteau of medical and cane but rather Mediterranean and hurricane

so Rome, lightning and watch would be my 3 guesses; first 2 obvious and last because if there are hurricane watches there are likely medicane watches

If it's a really about Mediterranean hurricanes, then it's capitalized because Mediterranean is capitalized.
